IIS7: The Problem with URLs Containing Spaces

Today I ran into a problem with URLs that contain spaces.

The thing is, the HttpUtility.UrlEncode method converts spaces to "+", and IIS7 no longer handles such paths.

It turns out this was done to improve security. I have no idea what threat a "+" sign could pose, but apparently there are people who do.
